It’s a litwick. It is using Night Shade, so it’s bent back so you can’t see the flame and its eyes are enlarged.
Now that I finally got FireRed, I understand what this is talking about. Got 124 each in a Charmeleon’s ATK, SATK, and SPEED, and apparently it’s got pretty boss IVs as well.
